Listed below are some of the recognised scheme/cards and governing bodies that oversee construction industry safety.
CPCS Card (Construction Plant Competence Scheme)
CPCS is the largest and most highly recognised Accreditation scheme for the plant industry, helping prove workers' operating skills and health and safety awareness. Use the links below and to the left to find out more about the scheme and how to get a card.
The Construction Plant Competence Scheme (CPCS) scheme was launched in 2003 with the aim of becoming the card scheme for the plant industry.
Replacing the CTA scheme, CPCS is now the main standard for plant operators, proving that they have the necessary qualifications and experience, and have passed the Health and Safety Test to operate plant safely.
The scheme is managed by a board of employers and members of industry bodies such as the Construction Confederation, the Construction Plant-Hire Association (CPA) and the Health and Safety Executive (HSE). It is also part of the Construction Skills Certification Scheme (CSCS).

CSCS Card (Construction Skills Certificate Scheme)
The Construction Skills Certification Scheme (CSCS) card is the industry's largest scheme and at present, covers 220 occupations including trades, technical, supervisory and management.
CSCS cards list the holder’s qualifications and are valid for either three or five years. It also shows they have health and safety awareness as all cardholders have to pass the appropriate CITB-Construction Skills Health and Safety Test.
Most contractors and clients now demand proof of competence, before allowing workers onto their sites, which is provided by a CSCS card.

IPAF (International Powered Access Federation)
The International Powered Access Federation (IPAF) is an operative record scheme, representing the whole of the industry, from manufacturing, distribution and rental trades to associate businesses and users of all forms of powered access equipment.
The scheme is approved by the Major Contractors Group (MCG) and operatives holding an IPAF qualification should be welcomed on any MCG site.

NRASWA (New Roads and Street Works Act)
New Roads and Street Works Act which regulates excavation in adopted Torfaen County Borough Council is responsible for the management and monitoring of the New Roads & Street Works Act governing utilities works on the highway.
Any member of the public who intends digging up Adopted Public Highway, e.g. highway, footway or verge, must contact Torfaen CBC to obtain a Section 50 Street Works Licence.
The requirement to obtain a Street Works Licence applies to any person or organisation (other than anyone acting under a statutory right) who wishes to place, retain and thereafter inspect, maintain, adjust, repair, alter or renew apparatus, or change its position or remove it from the Highway.
The term apparatus includes drains, cables, ducts, sewer pipes, water and gas pipes etc, both under, over, across, along or upon the highway.
